There are a few games that weren't released in the United States that I really want to play. Is there a reliable emulator out there? I'd prefer not to buy another system. Is there any inexpensive solderless mods? This has been driving me crazy for a while. I just want to play these games.

Note that installing any of these hardware mods requires opening your PS2, but there is no soldering whatsoever. It's super easy, and takes like 15 minutes to do. The Swap Magic discs are great. I've been using them for years, and they'll handle pretty much anything I throw at them. I've heard they don't handle dual-layer DVDs all that well, though.

a funny side effect of hd loader and their brethern was that once you installed an import onto your hd via certain means you could actually play import games (as long as it was compatible with the hdl software).
so if you're willing to figure it out hdl is another viable option
