A customer asked me for some games that fit this description.
I'm not savvy enough with RPG's to answer, I know you guys are.
Help!

Depending on the level of customization, most of them allow you to name characters and equip items. I believe Tactics Ogre shows weapons on the sprites.
Star Ocean lets you build relationships with other characters.
I can't think of any where you can pick hairstyles and whatnot.

Tales of Destiny 2 let's you choose which characters learn certain spells.
I don't know if that counts though. Other than that, Star Ocean 2.

He may want to try an MMORPG then. They have many more customization options. I have played a fair number of RPGs, but I can't recall any in which the character's appearance changed.

Oh wait this is for Saturn...and fake. I can't think of anything that fits these requirments, although I haven't played a lot of PSX either...the closest thing I can think of would be Megaman Legends, you can alter your shade fo blue and what gun-arms you have on, although if that game is considered and RPG or not is up to question.

Hrm...... Outfits...... Immedately FF X-2 stands out, but thats PS2. If he's really into 'making' the RPG his, he can do all that with RPG Maker... but thats some serious time to get to anything close to a playable game.
Most all will let you weapon customize, but The MegaMan Legends series (which is really more action/adventure with some RPG elements to it) was the first thing that sprang to mind when I read your original post.
I'll look around and see if I can think anything up.

I am not too into RPG's but RPG Maker would seem logical though I have never played it, I would assume that you could create/customize your own character.

You can customize your own character, even draw it from scratch in RPGmaker. But you also have to create a whole RPG to go around it.
The Suikoden series lets you do things like name your castle and customize its bath area.

but for games that match the description I would say RPG Maker sounds like the best example of it

As someone already said Diablo has some control. You can't change colors of items but can add and subtract what you wear.

Nope. Nothing on costume chanages. Really didn't start seeing that sort of thing on console until this generation, earlier it was exclusive to PC games. Such the only games so far mentioned in this topic are PC ports.
I beleive some games WILL show your weapon choices and display whether you've equipped a shield or not in the battle mode. But I have no idea which games these are.

It doesnt have Costume changes but Thousand arms PS1 also focuses on character relationships
