Explain this....????

So is this correct??:

1. Someone bought something from me and never paid fo 2 weeks.

2. I filed a NPB claim and they didnt respond for 8 days.

3. I closed the dispute and got my fees back.

4. Just left him a negative.

Now because of this new ebay rule, he cant leave a negative back for me? I thought the rule said if they dont respond to the NPB claim that they cant leave a negative. Is this right??

They can leave you a negative, but if you request for it to be removed it will be since they did not respond to the NPB. The negative feedback they leave will not count against your feedback score but his or her comments will be shown in your feedback along with a note from ebay.

I cant close my dispute. 8 days & it won't let me close it. O_O Anybody else having that problem?

Maybe you have to wait until its "technically" 8 days. I know I clicked the close button after 8 days. It said I can close it and get my fees back, but it also said that this option is only available after 8 days. I would wait like 12 more hours and try again. I bet it works then.
