I'm not sure about those Underdogs releases, I can tell Altered Beast was released but I would like confirmation on the rest.

i can only think of Virtua Fighter 2 as missing from your list...
eh just took a CLOSE look at your list, wth, i don't think Sonic CD, Sonic 3 Knuckles or any Sonic Collection where released on the PC, only Sonic games released on pc afaik are Sonic R and Sonic 3D

Yup, Comix Zone was the only one missing, other then that, the list is pretty accurate

That list's actually still not complete, but first I gotta digress about Comix Zone/Ecco :P
Comix Zone and Ecco the Dolphin were bundled around 1995 with Packard Bell computers (the L90, for example...just as a reference, this computer didn't meet the minimum requirements for the original Half-Life but still managed to play it somewhat, albeit after a 5-10 minute loading time!)
Sega actually released some older games to PC - it's been a while since I saw them on eBay but I'm quite sure I saw Altered Beast in a gray box, possibly E-Swat as well. That's older than these other games by quite a bit.

Years ago I recall a friend from work lending me Tomcat Alley for the PC, which I believe was Sega branded.

Also includes a few Genesis titles, but those are easy to narrow out. See also SegaSoft, which is responsible for the PC only releases Sega did, most of which were very solid games.
Edit: Checked MobyGames for Tomcat Alley, wasn't there; Google says otherwise . Looks like Underdogs lists aren't complete either :/

Aye, there are standalone boxed PC versions of the game. I'm going to get a copy sometime; they're still easily found new. They should include a soundtrack CD, as well. Great value for the money; the game sounds much better on a PC with an oldschool MIDI card and the menu system allows you to easily tweak many options - very nice!
Gotta pick up the JP Mega Drive version some time...one of the rares I'm on the lookout for.

Yes, but Sega programmed the Atari 2600 verison and Parker Bros. produced it.
As for the PC verison, I'm assuming that's incorrect

I don't know if it counts but a couple dozen Genesis games were released by Sega on Realarcade when the service was first started. Sadly, you can't get these games anymore on Realarcade (I guess Sega's contract expired or something). I wish I had a list of these games, but the only ones I bought were Sonic & Knuckles and Sonic 2 so that I could own the games legally. The games played in what looked like a proprietary emulator, even allowing for savestates.

Heh, me too...lousy disc-only copy though, argh.
Neat package in the UK...didn't seem to be selling too well; saw one at a truck stop there.
As for the Sega/Realarcade thing, I didn't remember that in particular but I recall that Sega allowed you to purchase Shinobi III somewhere (else, I think, not sure).

Sega released a little puzzle game called Lose Your Marbles. I think you can still download the freeware demo somewhere.
There was also a SCUD game for PC; I think it was a different game frome the Saturn release.
Actually, I just noticed your list is missing all of the SegaSoft games -- was this intentional?
In any case, Sonic Adventure DX also appeared on PC. I don't think the original Sonic Adventure (non-DX) had a PC release, though. Fun fact: Sonic Adventure DX for PC was published by Activision.
Other semi-recent Sonic Team games appeared on PC too, in particular Billy Hatcher and Puyo Pop Fever. I think Chu Chu Rocket was, but I can't confirm it for sure.
