I caught some dudes , using a wall teleport trick what is up with that? I was like killing him by snaking(power drifting the whole course ) but then he did the trick by driving into the wall ,like halo 2s wall teleport trick.

im pretty sure ive had the same thing happen to me once, i was quite a bit ahead of a guy, and then all of a sudden the race ends instantly and i was in second..

The theory is using the hacked ROM, they are actually driving a different, shorter course (one which isn't available online normally) than yourself, so technically they are crossing the finishing line first.
