This background never made sense

That's from Garou:Mark of the Wolves. A very fine fighting game. In fighting games, you always had random people looking on in the background, cheering on the fight. But, look closely in that background. There are police officers taking care of what looks like a car crash, and telling people to move away from the idea, obviously having no idea 2 people are fighting behind them.

Yeah, dumb. But still, hilarious.

Possibly the car crash was cause by rubber neckers looking on at the match, and the police are too busy trying to restore order to the road to worry about Hotaru Futaba kicking ass.

Ye, thats what I thought too. It looks like a traffic jam and the police are trying to sort things out. Or that alot of people have come to see the fight and the police are trying to calm things down.

Other random things: Selfish and CHEATER, Alfred, and the Japanese sign off to the right (my imagination has gotten carried away, I'm thinking the H is for Haohmaru and the J for Jubei...though that doesn't seem to be a u).

On the bank sign, again, that's Andy and Mai, with the TyuTui Bank...heh, again, must be a pun because I don't understand.

SNK has always had an obscene amount of style. You know, real style, something almost unmatchable. They put so many extra things in for fans, all while making fun of America.

KOF98 America stages - One is a filthy, dirty, train station that looks like it's from the Great Depression. The other is in New York or some city with grafitti that says "Mo' Money" and has Mr. Big pimping hoes while techno raver Duck King is jumping around on cars.

And the America level in Capcom Vs. SNK 2 had to be SNK's idea - A giant Uncle Sam drinking out of a mug that says "I love beer."

On the right, there's that circular...whatever...on the double-decker. Probably the fender, though the guy standing next to it looking and the edge of the taxi (might be messed up) had me wondering. The overall atmosphere is that of a staged event, though.
