I bought a NES system from a guy from France (ebay.fr) over 1 month ago, but still havnt recived anything. I e-mailed him like 5-6 times, but no reply. He have high feedback too. Paypal isnt that common over here in Europe on Ebay (except UK) so I payed with bank transfer.

Anyone know how fill out a complaint?

You got the guy's bank account. Try to find out the location of the bank where he has his account, and tell them (or local law enforcement) that it seems he scammed you out of money through eBay.

Well, that's what I would do anyway.

Hm.. ye that might be a solution. Problem is that I dont live in france or speak french. Need to get some friends to translate for me atleast.
But what about complaining to Ebay? Like on ebay.de maybe 5% have Paypal. Do Ebay have any protection over there?

i have buy a long time ago snatchers for msx from france ebay.In a time there wasnt paypal.And you need to regrister on france ebay to bid on the items.It took a year until i recieve it.I live in the netherlands thats 2 a 3 hours driving by car from france.A year 0_o;;

there is a strong posibility you package is lost while shipping.I have shipped in the past 3 dreamcast to france.They also got lost.I have made one time a full repayment.After that i made a rule when buyer choose to ship item witchout insurends.Buyer take risk if package got lost while shipping

otherwise you get a situation the buyer think the seller is a thief he recieve money and dont send item .And the seller think buyer is a thief i shipped the item.And buyer want free items .And the person between the the seller/buyer the postal service is actaly the one to blame.When you choose insurends the postalservice need to pay for there mistake :evil: .

I think in france the risk is higher your package can be lost.Or it take longer .I think the france parcel service dont work good.In the past it take always long to recieve a package from france.Then from japan or other country.What is furder away

the shipping from uk to netherlands is always ultra fast it took a day or sometimes 5

I bought alot from France and all have went ok tho.

I got reply from the seller now. He havnt even sent it, said he had trouble with his computer x_x
Dunno if its true or not, but I did pay over 1 month ago so he shouldnt have that much problems sending it or contact me.
Funny thing, he did reply after I said I would report him if he didnt reply soon hehe.

lol at the end its the seller mistake .Maybe seller was lazy and the report created a shock.

i have also buy something from german ebay send email seller 10 a 20 times to send iban/bic.Because the last one he send was incorrect and i cant send the money witch not correct iban/bic.No response.Recieve a month later i still havent recieve the money. email again i want to pay but cant .Heard never again from seller.In that time i was affraid of bad feedback because of situation

i am now also in a situation i think do insurends work XD.I have buy james pond 3 for genesis factory sealed from usa.I got tracking number and was shipped witch insurends.When i use the tracking number the package was leaved the usa on 8 december.I recieve everything from usa i have send in that time only not that time item.So i think now its payback time for the postoffice .But the dutch postoffice say you must be by usa postsevice.And us postservice say you must be by dutch postservice.Its kida irratating XD.

I saw that they seller already replied to the buyer, but as a future reference:

Forget about contacting the bank, they are not going to do anything about it. As far as they care, you transfered some money, they carried out the order without any errors and that's it. Only when there has been an error in transferring the money (wrong account, wrong amount, etc.) they'll do something about it.
You could try to contact the local police but somehow i have the feeling that they are not going to care too much about it either...

Slightly off-topic: At least the seller allowed you to use a banktransfer. I've bought a few things from french sellers lately and all of them refuse to let me pay with a bank transfer as they do not want to give me their account details. A few times already i had to send the money cash by mail (which is pretty akward since banktransfers are free, safe and very easy). The only other country that i've had the same problems with is Italy. No idea why though. All other items i've bought in Europe i have been able to pay with a banktransfer without any problems...

Free? Pah! Not here. I have to pay £8 to make an IBAN / BIC transfer. Which is why I generally prefer to send cash - that way I get an address, and I can send registered to get proof of receipt at that address.

Never had a problem yet with any international transaction - the only time I have sent money and not got anything in return was a UK cheque a couple of years ago.

japancollector: Ye, if it first get lost in the mail its not easy to find it :( But I've bought alot and only 2-3 times stuff have gotten lost so I'm amazed that the system works so well.

yok-dfa: ye, some seller in france only allow personel check or money sent. I've sent money to a seller in France not long ago, but insured. Cost like 10 euro or something so its not that bad when its only once in a while.

vroomfunkel: Damn, £8 for 1 transfer? @_@ I can transfer to like 30 countries for free. You should change bank ;) Or maybe all banks charge in UK?

It's still EUR 10,- extra when the alternative is free. Also, the last two auctions i won were for EUR 4,24 and EUR 15,- respectively. Adding EUR 10,- to the price doesn't make much sense...

Yep, £8 for one transfer. And yes, all banks in the UK charge for international transfers.

Transfers within the UK are free, and with my online banking facility I can make a transfer very easily in less than a minute.

With IBAN and BIC, I don't see why I shouldn't be able to do exactly the same, for no more than £1 or £2 charge at the most. £8 is ridiculous, but because they all do it then there is no way to get round it.

It has crossed my mind to complain to the banking ombudsman. I may yet do so.
