You mean a treat to collectors that live close to the seller:

I am not prepared to be responsible for shipping it and ask that the buyer collects or arranges collection/shipping of the item at their own risk.

Not really. It's not that the item can't be shipped, it's just that the bidder has to arrange it. If you check all the bidders, they are ALL from overseas. I somehow doubt they are planning to pop over to pick it up ...

Don't you think arranging the packaging and shipping from this side of the pond would prove a might difficult?

Nope. Just call DHL, Parcel Force, UPS or any of the major carriers. Tell them that there is an item that you wish to be collected from such-and-such UK address and shipped to you. Tell them how much you want it insured for. Pay up, and wait for it to arrive.

The seller does not say that he won't package it, just that he won't arrange the shipping. But for a large size item such as that, arranging shipping is pretty simple because all the carriers that would take it offer collection services.
