Buddy of mine says that either you are a dragon or you're on a dragon. You fly around and kill other dragons. That's all he remembers? Any ideas?

Sounds like Dragon Spirit by Bandai
Above head shooter where you are a dragon. Spit fire out to kill other creatures.

it was a shooter and you got powerups that enabled you to grow heads?

Yeah, and the other dragons were a small fraction of the size you were in the game. Oh, and lots of things that looked similar to horse-shoe crabs. There were also two paths: gold dragon and blue dragon. Gold dragon (?) went through everyother level with double health bars, while the blue dragon went through every level with one health bar.
