So, I'm checking evilbay for a game I want and I see this blurb in someone's auction:
Regarding PayPal payments: I can receive money from PayPal members who use a bank account or their PayPal balance to fund the payment. I can not accept credit or debit card payments unless additional fees are paid. Thank you!
First, isn't this against the rules?
Second, since I believe it is, what happens if I buy and pay via paypal with credit card?
I sympathize with him that I hate the fact that paypal doesn't discriminate between payment types and fees associated with them, but what happens if I did this anyway?

Surcharges are against the rules here in the US but I've heard different things from different people reguarding surcharges in other countries. If he wasn't asking an unreasonable amount to accept PayPal I'd probably pay it. We're all paying for the use of PayPal one way or another whether the seller is up front and tells you that you are of if he's just including it in his shipping & handling fee.

How much more do they charge for Credit card fees rather than just taking it from your balance? I never knew there was a difference actually.

Yes. You can't sell on Ebay with a Freebie Paypal Personal account. You must upgrade to Business - which charges fees regardless even for cash payments.

I think it's against the rules now. The rules used to be that this was perfectly fine to do, but you could not use that fancy paypal logo at the bottom of the screen since it had credit cards on the picture as an accepted payment. You would have to create a paypal form at the end of the auction and send it to the buyer instead of having ebay make one automatically for you.

You could win the item and pay with a credit card. The seller would reject your payment, then you would file a seller non-performance complaint. The seller would either receive a warning or get kicked off ebay. You obviously won't be getting the item. It'd be a dick move to do since the auction states it won't take credit cards. I've done it to sellers who list paypal as an accepted method and then reject my credit card payments even though their auction doesn't have a disclaimer such as this one does.

I doubt the seller would get his account suspended unless he was a repeat offended. I'm pretty much sure however that you'd get a negative from the seller. Is it worth it to possibly save a dollar or two? That's up to you I guess.

Right after I filed the seller non-perfomance complain ebay took away my ability to leave negative feedback for him, even before his account was suspended. It was strange.
I don't ever pay without using a credit card unless it's a seller with extremely good feedback. It's a loss of much more than a dollar or two when the item doesn't come. Paypal's dispute system is pretty crappy. I trust my credit card company's dispute system much more.

Doesn't Paypal give you a warning if you bypass them and file a dispute with your credit card directly, and even ban you from using the service if you do it more than once, though? I think that's been mentioned in this forum more than once.

Paypal's User Agreement states "you may file your complaint through paypal's system or through your credit card"
How they can ban you when they say- you can do it?

When a credit/debit card is used, you pay the regular amount $0.30+2.9% + an additional 2.5%.

Umm... if I'm not mistaken after you're forced to sign up for the upgraded account, ALL your transactions are charged that way regardless of which paypal method the user elects to use.

Had a personal account and all transaction were free.
Upgraded to business account and now all transactions have a fee.
No bother --- put the extra fee in your Ship+Handling charge. Customer pays not you.

You normally pay only $0.30+2.9% per transaction, if a credit card is used to fund the transaction an additional 2.5% is added onto the paypal transaction. Thats what "$0.30+2.9% + an additional 2.5%" means.

Ummmmm. No. There's no additional 2.5%. It's just $0.30 + 2.9% no matter how the buyer pays.

Sorry, I was thinking of currency conversion fees. I just got one at the same time as a credit card one.
