Where are the Falcon Shoes in Neutopia (TG16) ?

I would normally NEVER ask for help in a game but these days if I get stuck I find I just give up cause I have no time. Right now, I'm stuck in the water lavel (Sea Sphere?) looking to enter the second crypt for which I need the falcon shoes. I know they have something to do with that guys house (can't remember his name) who people say "is never home"

Anyay, if anyone knows where the falcon shoes are please reply!

Also, I searched gamefaq and other sites and came up empty.
