Amusing tidbit about Peter Packrat

Back in high school, I liked a somewhat forgotten game named Peter Packrat. This past week, Wil Wheaton's Onion game-review column covered the game, and he has an additional (short, though) bit of lore related to the game on his blog:

I wonder if every machine was updated to fix that bug...I hope not! It would be cool to have both machines, or at least both rom images.

A C64, huh? That's kinda weird. Was this a common way to update Arcade machines at the time? I thought they all ran on eeproms...
