ok here's what happend. I've been looking for ff3 for A long time, trying to get A good price, in good condition. so I was watching this one on ebay and it was at about 13.00 USD.it was outside of the country. so I keep watching it untill it has about 30 seconds left. and I bid $28.00 and I win.only somebody raised me up to 24.00. the only problem is I've just bid 24.00 in netherland money. witch apparently is about $43 in America. I just want to know if there is any way to make A deal with the person who bid just less than me or am I gonna recieve bad feedback any way I do it?

Not quite sure what you mean, but do you want the next highest bidder to remove his bid after the auction have ended? If so, no, that is not possible.
Of course you dont HAVE to pay, but you will get a negative feedback and most likely a unpaid item strike.
Therefor its important to check all these things before you place a bid. I've burned myself a couple of times on auctions like using , instead of . when entering a bid (i.g 50,01 would be 5001 dollars, not 50.01).
You live and learn ;)

do you think I could ask the seller to send the item to the second highest bidder and see if the second highest bidder wants to pay for it?

Sure, you can give it a try, but I dont think he will like it. It might still result in a negative feedback. Send him a message and hear what he have to say.
