Jorpho has it right - those are the only places to find it now. And good luck - it probably won't be easy.
But why all the affinity to Ultima 8? It was easily the worst game in the entire series.

Nah, with the patches and the rise of computers capable of playing it, Ultima 9 really wasn't that bad, though the control did take a bit to get used to. Just on release it was an abortion :(
