Is there any difference between a NTSC or PAL Atari Jaguar game?

No, they are all the same. I think one game might have a label variation though.

While the games themselves are the same, I think the European releases have 3-language packaging - my T2K does, at least.

I believe they all do. I bought my first Jag game, Checkered Flag, in an American store with the manual and box in three languages. I assume they did that to make them universal, able to be enjoyed (or loathed, in the case of Jag games) in countries across the world.

Canada got the tri-lingual games too, so they aren't really rare at all.

I might be wrong about this, but I think all the tri-lingual releases have part numbers with an E on the end... so J9007 is Checkered Flag with english-only box and manual, while J9007E is the tri-lingual version. The program on the cartridge is the same though.

That's true. Most of my games have the "E" as the end of the part number. The ones who doesn't only have English on the back of their boxes.
