as i am always looking for a new beat 'em up, i stumbled across CLGW a few months ago. as it had been released, the press/reviews it has recieved have been pretty bad. how much of this should i mark up to repetitive beat 'em up gameplay (which a lot of people seem to grow irratated by these days) and the poorly executed "urban" atmosphere...to actual shitty game-ness?

Yes it is that bad and i will tell you why. It was maketed for suburban white kids who think they are from the streets. Now that alone does not make a bad game but when that is the game's biggest selling point is the poorly executed "urban" atmosphere then yes the game is usealy pretty bad. Remeber Grand Theft Auto: San Andreas, 187: Ride or Die, and ofcourse 50(fity)cent: Bulletproff thare are plenty of other examples also.
Besides read some reviews the game has shitty gameplay.

I got the game (free) as part of a buy 2 get 1 free, came home and read some of the reviews, and promptly went back to the store to exchange it for Sega Classics Collection. While the various stories of horrible gameplay sound like game begging for a SomethingAwful game review and thus a large amount of comedy gold, I just couldn't bring myself to keep it instead of swapping it for a much better title.
A friend of mine ended up getting it and couldn't stand how broken the gameplay was. Maybe I'll have to borrow it from him (since I doubt he'll mind letting go of it for a while) and see for myself :)
