Like the auction says, I sold that game four days ago. The buyer paid with Paypal - but with an unverified address. So I rejected the payment and told him to please send a money order instead.
I first sent him a message through eBay, and another one through Paypal stating that he had to send a money order according to auction rules, and that I had been burned before for shipping to an unverified buyer. That was three days ago. I sent him a reminder through eBay last night, asking if he had sent the payment or if he needed a few more days. This was his response:
No I didn't mail anything. And I'm not going to. I have purchased many item's befor using paypal without having a problem. Your paranoia just cost you a sale. I won't do buisness this way. If you had a problem with paypal you should have said so.
Have a nice day.
Thanks Ron H
And here is my response. I haven't sent it yet.
Dear Ron - I mentioned on the auction page that people witout verified Paypal addresses should send a money order as payment. (See the paragraph below combined shipping.) Is there a reason for you not having a verified address? I have one, and it didn't even take more than five minutes to set up. It's very important for you to have a confirmed address - this increases security for both the buyer and the seller, and prevents any possible loss due to mail theft or lost items. Please, let's discuss this further - I don't want you to get angry, but those are the rules listed on my auctions. I meant nothing more than to protect my buyers from any possible losses. Thank you.
Yours, - David Silva.
I was going to report his ass to eBay, but the required "week has passed and he hasn't paid" well, hasn't passed. I have to wait three more days.
If the guy simply refuses to pay, what do I do? Do I report him and wait -another- week for my money to be refunded... and there's also the second chance offer thing.
Any suggestions?

I hate to say it but all you can really do is report him to eBay, and since he only has 2 feedback I doubt he cares if the account is suspended or not. Give him another chance to pay, wait another week or so and then file your non paying bidder complaint with eBay and give him his negative. Perhaps you can sell it through a second chance offer to the runnder up bidder.

Hm. Well, thanks for the advice. I've never sold anything through Second Chance, and don't know how that works.
I'll contact the guy and discuss this further. I don't want to seem threatening - my first impulse was to say "I will report you to eBay for not paying for your item!" but then I realized I would only make things worse. That's why I wrote the quoted text above.
Thank you. :)

I could actually go for a Neverhood, not prepared to shell out $50 for it - yet...
One of these days...
Best of luck with that :D

Hm. Well, thanks for the advice. I've never sold anything through Second Chance, and don't know how that works.
Usually doesn't. Second bidder already bought the game or changed his mind & ignores the second-chance auction.
Doubt this newbie will bother to pay-- he can't read "must ave verified address" than he can't be trusted to pay up. Just tell him "failure to pay will lead to banning by Ebay's User Agreement" & issue the strike.
Why'd you ask for a money order? That's no safer.

I didn't have Paypal for the longest time, so I had to buy stuff with money orders. I figured, if people want to pay with money orders, then let them.
I'm pissed because the game rarely goes over $50... and I need the money badly. ;_;

If you needed the money badly you should have just taken the payment and shipped it with delivery confirmation, you can still use delivery confirmation and a scan of a receipt should you need to prove it was shipped/delivered to Paypal.
Also you need to bold key terms like that in your auction. I see a lot of stuff bolded but some key stuff not. There is also a little too much text and everything is jumbled, you might want to rearranged how everything is presented.
Just my opinion. :D

I see what you mean. I'll take it into account for the next batch of auctions... if any. And here I thought there was enough bold as it is. LOL

I believe you're wrong. Delivery confirmation won't help if it's a non-confirmed address.

It does when you use Paypal shipping. I have done it before with bidders that were saying they never got it but DC showed it being delivered. Even with a parcel that is covered by the Seller proctection you still go through the same exact process as everyone else for dispute resolution and the Paypal resolution team still has to decide whos at fault. The Paypal seller protection only covers you up to $5,000.
What are the benefits of the Seller Protection Policy?
When you are covered by the Seller Protection Policy, you enjoy:
Protection against chargebacks resulting from the unauthorized use of cards or false claims of non-receipt
Greater confidence in accepting payment for high-value items
Increased profits and safer transactions due to reduced risk of fraud
More control of your business through our risk assessment tools
Protection when shipping items internationally within the Seller Protection Policy
Also, keep in mind that PayPal protects sellers from:
Possible fraudulent payment activity by actively screening transactions for fraudulent activity
False buyer claims by providing a team of chargeback specialists and a resolution center that helps sellers resolve disputes in a fair manner and by providing the Seller Protection Policy which encourages good selling practices

I can't use Paypal shipping... I don't think so at least. Doesn't it ask you to print out the label right there? I don't have a printer (ink's too damn expensive!) and don't have access to a computer with one.
If I could save the file and print it out later, then yes, I would use it.

You can probably do a print to file but never tried it since I dont know what format the paypal label is in. I know when you use click and ship on USPS.com it is in pdf format.
But all in all you listed your terms and the guy never read them, thats his fault for being dumb and not reading the fine print. You probably could have written in there that he is bidding on a picture of the item and still would have bid on it. LOL

Just a small update on the situation... I've filed a report with eBay just a few minutes ago. I thought it wouldn't let me, but it did.
Here's hoping the guy listens and pays up... if he's not bought the item from someone else already.
A question, is there a way to see what he's bid on recently?

The buyer has only bid on your auction. No others currently or in the past 30 days (which is as long as you are able to see).
About the paypal shipping situation and you not having a printer: Do you ship First Class and/or Priority Mail and then add on the Delivery Confirmation which I believe is around 50 cents extra?
If so, you can more than justify getting a cheap printer and some ink depending on how many packages you send. Delivery Confirmation through PayPal is Free for Priority Mail packages and only 14 cents for others (First Class, Media Mail, Parcel Post)
One thing I have found you can't use the PayPal shipping for is APO address (military bases) which have a regular zip code and items can be shipped for the same prices but no delivery confirmation can be used so you can't use the PayPal shipping process for that.

I really can't spare the money for a printer. You might find this ironic, but most of my eBay winnings go to my mother to pay for my father's medications and treatment (as well as house bills), because I can't get a job anywhere in this hick town and I still haven't been able to graduate from college. eBay's my job, believe it or not.
That, and the little scale I use isn't exactly very accurate... and I can't afford a new one. :\

Apologies for bumping this so soon, but the plot thickens!
The guy replied to my dispute with this:
I have retracted my bid on this item because the seller will not except my payment method through
paypal.
I replied with this:
I politely requested that the buyer pay me via money order, since his Paypal shipping address was
unconfirmed. As stated on my auction page, people with unconfirmed Paypal addresses can pay with a
money order.
I just noticed he sent me a message through eBay saying this:
Will you please make sure that you remove the payment strike for me, thank you..
So uh... what now? I've never dealt with deadbeat buyers who reply. Just those that don't say a thing. LOL

Message him back and say you wont remove it until you are paid by the conditions stated in your auction. Just do it in a nice cival matter.

I thought of doing that, but I'm not so sure of how he'll take it. There are two possibilities:
One, the guy thinks I'm trying to extort him for his money and refuses;
Two, the guy pays, the thing is settled, and I ship his games, but then he gives me a revenge negative for the buyer strike.
Oy. :/

Adding information...
Seems I was mistaken about the message I got. It was from another buyer, who thought I had given him an unpaid strike when I hadn't... he paid via money order, and I'm shipping his stuff tomorrow anyway.
Since the Neverhood guy never paid, but he replied... I went ahead and said we couldn't get agree so I just ended the dispute, gave him a negative, and he got his strike. LOL Now his feedback reads 2 positives, 1 negative... but is still at 100%. Odd.

Anyway, I sent a second chance offer to the third highest bidder ($52). The second highest bidder bought a copy of the game from another buyer. Here's hoping the guy bites. 8-)
Thanks for your help, everyone. Now go buy my Cheetahmen II! LOL

*nods* I understand. I just felt overly paranoid for some reason... even the guy accused me of being paranoid. Still, the guy was a jerk and didn't even bother discussing the matter with me. If he had talked things over and we had agreed to -not- complete the sale, it wouldn't have been so bad.
But since he acted like an ass from the start, well, he got what he deserved.

How do I qualify for the Seller Protection Policy?
In order for a transaction to be eligible for protection under the Seller Protection Policy, the transaction must be marked as SPP eligible and sellers must:
* Have a qualified Verified Business or Premier Account
* Ship to the confirmed address on the Transaction Details page
* Retain reasonable proof of postage that can be tracked online
* Require signature receipt on items equal to or more in value than $250.00 USD
Paranoid? I don't think so. DC only will NOT get you out of a jam. If they see you shipped to a non-confirmed address, you can kiss your money and product goodbye.
I require a confirmed address as well when sending to people I do not know.

I've done 500+ transactions with Paypal (where I was the seller), and I've never had a chargeback filed on me from an unconfirmed/unverified buyer. I think people are waaaaaaay to friggin' paranoid and afraid of all the Paypal horror stories. It doesn't happen that often, and the accounts you hear are often times ridiculously blown out of proportion.
That being said, on an $1,000 item or so, I would require it just to cover all the bases. As you go up the price ladder, there are more people looking to f*ck you over.

On the payment & shipping page of selling your item you can uncheck paypal and just put it in the payment details that you do accept paypal and send the buyer your paypal info when they win.

Hey look, if you want to use paypal because it's convenient for you, the buyer fine. However, I as the seller will not put myself at risk by shipping to an unconfirmed address because paranoid or not, I don't want to get taken.
