Not sure if this has been asked before.
Is the battery supposed to die(lose its charge) after a while of no usage?
The last time I used my PSP I charged it up and left it unused for a few weeks. I then tried to power it up and it wouldn't. I had to recharge it to get it started. Does anyone know?

yep. All lithium batteries do that, and it's compounded with the psp. Even while powered off, the psp draws a small ammount of current, mostly having to do with the time setting.

Sleep mode will eat more battery than actually turning it off.
Here's a short primer on how lithium batteries work. It doesn't matter how many times you charge them, it doesn't matter if you let the batteries go dead, it doesn't matter if you always keep the batteries charged. None of these things have any effect on the life of the battery. Extreme hot and cold can effect the battery life long term, that's about it. Basicly lithium batteries loose their ability to fully charge over time no matter what. There is no way to slow it down. The average lithium battery lasts about 2 years, it doesn't matter if it's sitting on a store shelf or being used everyday in your psp. That's why it doesn't help to stockpile lithium batteries.

Thanks for the explanation. I just thought asking more of the battery more often (sleep mode) would be better. But I know nothing about this sort of thing.
