Is anyone else having issues getting this game to work right? Maybe I just have a bad ROM....

I remember trying to play this last week on my PSP and it also wouldn't load. At first I thought it was a bad dump but maybe it has something to do with the emulator. I'm using NesterJ v1.07.

Me too. Same thing. I tried the rom on my computer and it worked fine :/

For one reason or another, this perticular game seems to have spotty support on a number of emulators - just like Skull & Crossbones.
