eBay selling "description"

In the body, is it "wise" to put stuff like:

Forms of payment accepted are:

-such and such
-such and such

------

US buyers only

-------

Or should the body be kept strictly for game details and whatnot, and the rest can be taken care of in other parts of the listing? And what if an overseas buyer wins your auction, what can you do?

I agree, I hate it when the description says nothing of the games or compelteness, but only they sellers rules.
