i'm new to the tg-16 (only have two cds), and i got vigilante in the mail today. it came with a manual, the card, and a black case. is there supposed to be artwork on the back (its just black) that i got ripped off on, or is it actually like this?

The back of the plastic CD-style case is supposed to be blank. What you're missing is the cardboard box that holds that case. Most used TG16 games don't have the cardboard box as people often threw them out.

No, TG-16 HuCARDs came in a slim box, the box had the usual screen shots and game features on the back. Inside the box would be the jewel case with the black back and the spine label as you have. Some HuCARDs released later on would ditch the jewel case completely and instead have the HuCARD inside a large flimsy plastic tray in the box.

There were a number of different ways TurboGrafx-16 / TurboDuo stuff was packaged. For instance my copy of Ys Book I & II came FACTORY SEALED but was just the game CD in a white jewel case - one of the many pack-in strategies in the last days of the 'Duo.

That's not my copy but it's alright, like a stiff yet smoother version of Rad Racer. The challenge is decent since it's manual four gear transmission with no auto selection (always thought it made it stand out from other games of the day). It's worth the $5 or so.

That helps explain my copy of Ys Book I & II. The person I bought my TurboDuo from said it came with the system like that. Also the Gate of Thunder multigame CD was the same way except had an instruction booklet for Gate of Thunder. Guessing they're from one of the last TurboDuo bundles.

And it's Ys not Y's.
