Does every Sega CD game have a abs.txt file on it that reads "Abstracted by Sega"? What about the blb.txt file reading "Bibliographiced by SEGA"? What do these mean? Why are they there?

I believe so. Sometimes they say different things, but 90% of the time, it's the same text as always. They're also present in Dreamcast games.
But as for their purpose? Your guess is as good as mine.

Good Deal Games Sega CD Battle Frenzy does not. It only has a text.txt file that reads...

Interestingly enough, the only other Good Deal Games Sega CD game I have, Citizen X, has three txt files. Abstract, Biblio and Copyrght.

I don't think Good Deal Games uh, games count. They aren't licensed by Sega, so they have to be different.
My guess is that it was some sort of requirement for their games to have. Copy protection, maybe? The fact that NeoGeo CD games also have it is weird, though.

I would think that it was probably a requirement in the burning software. The first CD Writer that I ownded (back in the Win 3.11 days) required that there be files for those things. In the modern Nero that I have, there are still settings in it to set those up in the software.

This makes sence. (I wasn't buring CDs back in the WIN 3.11 days.)
