From what I understand there was a package that EMS released that would plug into the port up there and then into your PC to automatically download Action Replay codes, remember it's "Action Replay Plus 4M Auto" when searching for information online, not Pro Action Replay. I haven't seen one of these in person myself.
I don't use mine for import conversion (my Saturns are hardmodded with switches) or cheat codes, but as a cheap 4M RAM expansion and memory cartridge.

Search around online, there are many databases of AR codes out there for the cartridge. The link port at the top only transferred them from a computer to the cartridge so it's the same as inputing them manually. Just remember that there is usually a master code for each game and then a series of codes beneath it. Inputed codes are retained on the cartridge and it should have many preinstalled (unless you got it second or third hand and a pervious owner moronically removed them). The instruction booklet explains the master code stuff.
