Can I file an "item not as described" through paypal and get a partial refund on the shipping? If no-- what can I do? (Besides leave a negative).
[$15 charged for priority. $5.00 stamped for sloooow 4th class/parcel post. I paid for priority... I should get it.]
[EDIT #2 - DONE. Paypal gave a $10 courtesy credit.]

Hang on now, I don't think it's entirely fair to rag on this dude. I mean, if I paid $15 for priority shipping, I'd be pissed too if the seller used parcel post and it arrived with a $5 shipping tag. That's not cool.
I'm guessing everyone here would be a bit miffed about that as well.
I once ordered a set of Gambit Heroclix figures from a guy on eBay. He charged me $3 for shipping, which at the time I was cool with. When they arrived, they were in a tiny box with an 85 cent shipping label. So I e-mailed the guy and asked him about it. He told me it was his first time shipping Heroclix and he wasn't sure what to charge. Now, I don't know if he was telling the truth or not, but he offered to refund me $2. Since he was cool about it, I told him it was alright and he didn't have to bother. From there we exchanged positive feedbacks and all was good.
Kevin_psx, did you you try to talk to your seller about this issue, or did you go straight to PayPal?

I'm not positive but I doubt that you'd really be able to do that much about it other than leave whatever feedback you feel is appropriate. Of course you'll probably receive similar feedback from the seller. If it's worth it is entirely up to you.

Well come on now, step back a little and try to find the point of this thread. He had a problem and within an hour had resolved it himself without really consulting anyone.
Then there is the history of kevin_psx suffering from lots of problems. Every day. It's a wonder he doesn't come running to us when he gets a splinter in his mouse clicking finger, but I probably missed that eventful announcement.
Nobody's really questioning the shipping indiscretion itself.

Well, my post was kind of a dual point.
1) We'd all be upset if someone screwed us on shipping like that.
2) You should take stuff like that up with the seller before you go making claims. Most times it can be resolved. Well, as long as the seller is a decent person, which now that I think about it is kind of a rare thing on eBay. Oh well.

The seller's a git who refused to take my Paypal credit payment. Also the issue is not the $$$. The issue is I paid for 3-4 day priority & instead got 3-4-week 4th class. Pisses me off. I wanted the game as soon as possible not a month later.

The answer from Paypal Customer Service is "No."
If your seller ships slower Parcel or Media Post-- even though you paid priority or overnight-- you can not file a Dispute.

He had a personal account & refused to upgrade to accept Credit. So i had to use a bank transfer. The seller's a git & will be reported.
