Well, that, who is? I’m sure that is not Tomonobu Itagaki, because in one interview EMG ask him which of the classic Ninja Gaiden trilogy is his favorite game, and he answered: Mine. (Referring to Xbox Version).

According to Mobygames (http://www.mobygames.com/game/nes/ninja-gaiden) Faw Sakurazaki seems to be the big guy in charge.
And yeah there's no way it's Itagaki because they were released before he joined Tecmo.

The original arcade game was produced by Tecmo's "Strong Team". But the subsequent NES port/remake and sequels? That I have no clue.
