i've been digging through the internet over the years trying to find the name of a game i played once at a store in the early 90s. it bothers me so much i'm going to give $10 to whoever can figure this out for me.
ok, here's what i remember:
arcade game, action.
i'm pretty sure it was one of those lousy "pay as you play" games, aka insert another damn quarter even if you didn't die. hence, why i only played once.
the main (or one of the selectable) character(s) was a black guy, and wore one of those 70's style hats that look like this a bit:

i think you fought cops or something. i could be wrong.
it would have been around 1990-1995

I definately remember playing a beat em up almost perfect to your description, but the name escapes my memory as i only played it one time.

Sounds like DJ Boy but that's a beat'em up.
Riot City comes to mind despite it being a beat'em up and lacking said hat.

That was the first game that came to mind. I thought maybe it was ported, though I've never seen it in an arcade.

Yeah it was from Jaleco's first barrage of "me too!" games on the SNES along with the Rushing Beat trilogy (Rival Turf/etc.) and such.

-sigh- i wish the stupid store was still there. it closed and was turned into a Big Lots. if not, i could have tracked down the manager at the time and asked where/if he sold the game to.

it wasn't a top-down game, and it had decent graphics.
also, i remember that when the stupid "pay or game over" countdown was in effect, my character would to a walking in place animation.

One reason why the game you're looking for is so obscure...
Two reasons, one is draining health/time like in the Gauntlet games. The other is to improve your character (Double Dragon III: The Sacred Stones/Rosetta Stone). NARC also has a cool buy-in setting where when you're down to one life bar, you can pop a quarter in and it will count as if you got a game over, put another coin in and continued.

not a beret, the guy above got it right. its a 70s style hot you used to see black people wear in movies or whatever.

Black people just brought it back into style during the 70s. Case in point Fat albert...
I own serveral of them and I'm not black... I even own my grandfathers too.
And the game he is refering too I think I have played that game too, if memory serves me correct its a neo geo arcade game at around 92-93. And yes it would juice the hell out of quaters for a life bar, or some sort.
But lets see if we can get Doc brown to lend us his Dolorian and we can go back to the future, or to the past...
