just wondering how it works and etc.

plays console games designed for PC Engine.
games came on either Hucard or CD-ROM media

There's lot of info around the web, but the PC Engine was a system released by Nec and Hudson Soft back in 1987. Games were producted on HuCards (credit-card sized cartridges) and later on CDRoms. The Turbo Duo was the American version of the system.
