I bought ps2 devil may cry for $9.00. It as sealed and a little thicker than normal. When I opened it, I knew why. Inside there was:

1) Devil may Cry DVD case. The back was all english. Inside the case are the game DVD and english instruction booklet. This was seperately sealed inside the package.

2) French instruction booklet

3) Bilingual insert. This is just a sheet that was wrapped around the game DVD so that when it's sealed, it looks like the game's packaging is both english and french.

So it seems that Capcom took the US version and stuck in these two extra items. That got me wondering... does anybody collect these things? Does anyone require these to consider their package complete?

Yes.
I collect inserts / booklets in other languages.

I had a few Master System and Mega Drive booklets in portuguese. There are printed in my country, Brazil.

I downloaded the instruction booklet the european version of the game Gunstar Heores for Mega Drive / Genesis.
It is wrote in four languages: English, German, French and Spanish.

The european booklet PS 2 games are wrote in several languages.
For exemple: English, Portugese from Portugal ( in Brazil have many differences ), French, Spanish, German and Greek.

I don't actively collect games in other languages, but I do have a few:

PS2- Escape From Monkey Island (French Version)
XBOX- Jade Empire (Spanish Version)
GBOY-Pokemon Red and Blue in Spanish.
