Awhile back I got this game mainly because it said "Collectors' Edition" on the top. I was looking at the rarity guide and began to think: since there's no extra listing Collectors Edition on TR3 is it the same rarity, price, ect? They do have a listing for the first Tomb Raider's collectors edition so why isn't there one for the 3rd release?

The Tomb Raider series on the PlayStation is a complete black hole of chaos when it comes to variants and so forth.
However, after referencing the print version of the DP guide, I believe the "original version" listed as the Collector's edition is actualy the 3 Pack of Collector's Edition games.

The only thing "collector's" about the CE versions are that they were packed together with three games. That's it.

Simply because they are in a 3pack, and thus are noted as a set and not individually. Just as Dangerboy points out for ya.

Rarity wise they are the least rare (at the moment) because of their much more recent release. But in the grand scheme of things will probably end up being the rarest 'version' in the long run... not that it will really manner all that much due to the massive publishing of these games. Your looking at an individual value of a few bucks at best, and if you want to be serious about it, the Collectors Edition minus the other games in the set and the paper slipcase housing all three would devalue it.
