I think that we need to change Laser Invasion & TMNT III: Manhattan Project from being manufactured by Ultra to straight Konami releases. Both of the cart labels have the silver Konami background and I can't find anything in the games themselves that mention Konami's subsidiary company Ultra Games (I don't have manuals or boxes for either game however so I could be wrong).

well i don't know about those 2 games but just in general:
afaik Ultra Games is a pure publishing company basically "made up" by Konami to surpass the X games per year from one publisher rule by Nintendo. So it's impossible that Ultra developed a single game, they aren't developers. In fact if those 2 games feature the Ultra and Konami label than it's: Developer Konami, Publisher Ultra

Well you are right about why Ultra was established, but I'm pretty sure that Laser Invasion & TMNT III were published and distributed solely by Konami and Ultra had nothing to do with their manufacture or distribution.
