Let's see. Their customers put money into my paypal account. I then wire them the dollars.
Where's the scam? Unless the paypal dollars are fake?

We can offer partership for you, if you have your own paypal account. We proccessing payments online by merchant account but some of our clients want make payment via paypal. In Russia paypal not working. We Use exchange services for paypal payments ( this service have high fees and take 4-7 days)
So we need partner in USA. Our client will pay to your account. You receive payment. Then you will sent money to our company via western union + you will earn 10% of transaction amount for exchange service (if you sent western union within 3-4 day). Or 15% of amount if you can sent western union same day when you received money from our client

Same as all the other scams. The money will be sent from fraudulent credit cards. You'll wire the money off, and a few days later the fraudulent payment will be removed from your account and you'll be screwed.

And I'm pretty sure the "PayPal not working in Russia" line is bullshit too - there was a Russian guy selling bootleg MegaDrive games on eBay recently.

If you wait for the paypal to clear and pull it out of your account before you send the money, couldn't you scam the scammer?

You cant choose Russia if you try to sign up with Paypal so i dont think its avalible there (yet). Its a bad scam btw. Why would anyone serious contact a random person on Ebay and ask to do this? Why would they trust a complete stranger?

No. Because they don't loose anything - they stole the credit card details to start with.
Second, you are still screwed, because even if there is no money in your Paypal account, Paypal will just deduct it and give you a whopping big negative balance. Either you will have to refund the money, or you will lose your Paypal account.
But go ahead and try it if you think you can work it! Just don't say you weren't warned ....
