Hey, w/ the latest news of a roller coaster mishap at our local amusement park (Wild Thing at Valleyfair) I got to wondering what games have carnivals or amusement parks featured in the background. I could only come up w/:
Super BurnOut (Jaguar) America track
Pole Position II (7800) Suzuka track
A Ferris Wheel you can shoot to release in PS2 Twisted Metal: Black.
& I saw at least a Ferris Wheel in a Tourist Trophy (PS2) game review.
Hmm- seems to be all car/racing games so far...

The theme park/carnival/circus is one of the most common level themes in 16-bit platformers. Off the top of my head, Bubsy and Aero The Acrobat come to mind. I bet if I spent some time on it, I could come up the a list of 20 or so.
The only theme more common than the carnival was probably ancient egypt (not counting the forest, of course, which just about EVERY platformer had). I was just thinking about this the other day actually, how those 16-bit platformers always used the same themes over and over again in their levels.
...word is bondage...
One of the Capcom Mickey Mouse games has a carnival in it (or was entirely carnival based?)
Earthbound had a carnival in it, only it was ran by Zombies! Good stuff.

Yup - The Great Circus Mystery (SNES), actually not a bad game.
Both Bishoujo Senshi Sailormoon games for the Super Famicom and Mega Drive have an amusement park as the first part of stage two. (that would be the first Sailormoon beat-em-up on the SFC and the only Sailormoon game on the Mega Drive) Also the opening stages of Sailormoon S on the Game Gear are in a carnival.

Hmmm... good question. Apologies if I've listed repeats:
Incredible Crisis (PSX): One level takes place aboard a ferris wheel
Carnival (arcade): Like an old time carnival midway shooting gallery.
I remember Scooby Doo Mysteries for the Genesis had a carnival scenario (ooooh! evil ghost clown!)
If you want to stretch it, Disney's Magic Racing Tour lets you kart race on several WDW attractions, including the coasters Space Mountain and Rock-N-Roller Coaster.

Both Donkey Kong Country 2 (SNES-GBA) and Banjo-Tooie (N64) featured some sort of haunted Amusement Park.
Edit : I almost forgot Mario Sunshine.

Pretty much any racing game that has the Suzuka Circuit in it as there is an amusement park alongside the circuit (http://www.travelplaces.co.uk/images/renault_pages/suzuka-circuit.jpg).
No F-1 there this year though, going to Fuji instead - which sucks.. the Fuji Speedway of today and the late 1980's is nothing as it was in the 1970's to the mid 1980's when it had long sweeping bends and smooth elongated elevation changes.
The F-1 circus will more than likely return however, as it's such a staple of modern day Formula-1 it would become the Pacific Grand Prix, like when a race was held for two years ('1994-1995) at the TI Circuit in Aida and was known as that.

-The Simpsons (arcade) - There's a level set in an amusement park.
-Sesame Street ABC (NES) - There's a ferris wheel in the Letter-Go-Round game.
-Midnight Club 3: DUB Edition (PS2, Xbox) - There's an amusement park you can drive through in San Diego.
-Grand Theft Auto: San Andreas (PS2, Xbox) - There's a ferris wheel on the Santa Maria pier (which was inspired by the Santa Monica pier). Unfortunately, you can't ride it.
-True Crime: Streets Of LA (PS2, Xbox, GCN) - The ferris wheel at the Santa Monica pier can be easily spotted; unfortunately, a roadblock keeps you from accessing the pier.
-Corvette (PS2, Xbox) - I remember driving by a carnival in one of the courses.
-The King Of Route 66 (PS2) - I remember driving by an amusement park in this game.
-Crazy Taxi (DC, PS2, Xbox, GCN) - There's an amusement park in one of the cities.

Illbleed on DC was set in a 'really spooky' scooby doo style theme park.
Its a shame that game had a piss poor control system, it had a
lot of potential and was actually pretty fun.

Sonic 2's Casino Night loosely fits the bill too, I guess ditto with the Spring Yard zone in 1.

The Secret of Monkey Island has a circus. It's not very lively, though...
In King of Fighters '97 one of the American stages is set in an amusement park.
CHRONO TRIGGER. Wake up, people.
Come to think of it, there are going to be a lot of RPG's with carnivals...

Marvel Land had some tricky Rollercoaster levels if I remember rightly.
Rollercoaster on the Spectrum was a Jet Set Willy clone set in a Theme Park - excellent game it was too.

InsaneDavid, Formula One will be holding the Japanese Grand Prix at Suzuka this year. Your scenario with Suzuka taking the title of the Pacific Grand Prix is likely next season when the Fuji Speedway hosts the Japanese Grand Prix.

D.D Crew - first level is set on a fairground (you go onto a rounderbout and it spins stupidly fast ;) )
Daytona USA has some fairground in the background
and don't forget theme park the game :P and rollercoaster tycoon series!

Test Drive Lemans on the DC had a couple of courses where you could see the ferris wheel.
Now I recall City Crisis, had a neat fun park you could fly over...
& stupid me, the game I've been playing for a month now, trying to win a tournament- Summer Heat Beach Volleyball has some matches set in a park among large moving, working rides.

In Lunar: EB you went to the carnival and a member of your party danced in one. Adventures of Batman & Robin on the SNES had you standing and riding a roller coaster with some nifty Mode-7 scaling :) Didn't you also go to a carnival in the beginning of Chrono Trigger?
