I thought patent numbers were in the 4 millions now... Did I miss something? Is this guy just insane?

Provisional patent. It's probably actually a serial number he's posting, since what he's describing is not a regular (i.e., non-provisional) patent. He has some interesting ideas about patent law.
Right now they're in the six millions.
