Sometimes they are produced like that for several reasons.
1. For reissues in collections. "EA sports pack 2000" etc.
2. That come with New PCs
3. Replacements for defectives.

Strange, I've never seen a stack like that before. I wouldn't mind a massive stack of some other games!
