This is kind of weird...
I found a bare PS2 at a thrift for $30. Funny thing is, it will play PSone games and CDs but not PS2 games or DVDs. Is this something I could possibly fix? And how much would Sony charge to refurbish this baby?

It's a bad laser.
You can get them off Ebay for between $30-50 depending on your PS2 version.

I would assume that the laser is going bad

Bad lasers are as common as dirt when it comes to the PS2. I've got an SCPH-30001 just tossed in the back of my shelf somewhere with the exact same problems you describe.
Sigh...I wish it would work. There's no way in hell I'm buying a replacement laser for that P.O.S. With my luck, something else would go wrong. Slim PS2 is the way to go, but even that feels cheap.
