I have a Pentium II Gateway with Windows 98 first version. I got a 5.25" disk drive and am going to install it. I have several IBM PC and Tandy 1000 games. I know they won't run on a Pentium properly (too fast) but if I get a emulator for a IBM 5150 or like can I boot those disks through the drive with the emulator? If not what do I do to play them with out an old PC? Which is the best version of Windows to use? I want to install 2000 since 98 sucks.

I've had success running a lot of older software on faster machines by booting them off a DOS disk and running mo'slo or something similar. You can download mo'slo from http://www.hpaa.com/moslo/ to try it out.

There is a Tandy 1000 emulator called Tand-Em (http://www.oldskool.org/pc/tand-em/). I've never tried it myself, however the feature list looks nice. It's docs to mention that it requires a ROM image from a Tandy 1000 or a PCjr.

There's also DOSBox (http://dosbox.sourceforge.net/news.php?show_news=1), which is a rather nice emulator that will run under more modern OSes (Windows XP, MacOS X, Linux, etc.).

I believe DOSBox also has support for many of the advanced Tandy graphics and sound these days (see status (http://dosbox.sourceforge.net/status.php?show_status=1), so you need not bother with Tand-Em (which probably hasn't been maintained nearly as well).

Oldskool.org's Shrine to the PC Jr / Tandy 1000 (http://www.oldskool.org/shrines/pcjr_tandy) is a pretty nifty read nonetheless.
