I got it cheap so no biggie if it's hopeless.
The power light & fan come on but it doesn't seem to boot up and the disc won't spin. Is there anything that can be done or should I just keep it for parts?

Open it up and clean the dust out. Inspect for a botched mod job and clean it up with some desoldering braid.

I already opened it up to take a look, it's pretty clean in there already and I don't really see any evidence of mods.

You cant even get to the Gamucube menu? Do you see anything on the screen?

Perhaps try wiggling the AV cable where they plug into the system. I suppose somebody could have stepped on the plug and broke it.
I have a PS2 that does the same thing.

I don't really see anything broken on it. I even tried using another N64 A/V cord that I have that I know works.

I'll have to open it up again and check the connections. I didn't notice anything strange when I opened it the first time.
