It's a re-shaped Power Base Convertor/Master System Convertor that matches the Genesis/MegaDrive II stylings. Only released in PAL-land. No card slot.
The one on that auction is a bit overpriced too - I'd say £15-£20 (~$28-$37) is fair for a boxed one, half that loose.
