I got this PSX from a local thrift just because I wanted to find out what these wires are for. I haven't fired it up yet. Any thoughts?

It is a pretty horrid solder job, so I'd agree that its something home done.

If it were for a mod chip, where would the chip connect to the board? I'll have to open it up again and look for some evidence of re-soldering somewhere else.

That is not for a mod chip Those wires connect to a reset button on a Pepsi kiosk. Your PSX came out of one of these:

There is probably sticker residue on the lid if I am guessing correctly. The thrift store owner would have obviously taken the warning sticker off as it says "THIS SONY PLAYSTATION CONTROL DECK WILL NOT WORK IF SEPERATED FROM DISPLAY"
So the question is:
Does it power up?

It powered up just fine, but I didn't try to play a game on it yet.

Anyone know what one of these Kiosks is worth? I picked one up a few years back and am now running out room and am considering selling it. It does not have the original Playstation or the TV but everything else is there. I also do not have the keys for the lock but a new one should be easy enough as they appear to be the same style as an arcade machine or display case. Any help would be appreciated. Thanks.

I'm bringing this up again as I have not had any luck. Does anyone have a Playstation laying around that would go inside one of these displays?
