why is this game NCAA Football 07 not on the Gamecube?

I don't believe 06 was either. A few of EA's 06 sports titles didn't make it if I remember right.

Most likley because thats not a market that does well for EA on that system and they thusly don't make it.
I've not seen many EA Sports games on the cube but Madden since 2002.

Though EA has slowed up, Madden, MVP Baseball, NBA Live, NHL and Tiger Woods all made it through the 06 versions, and NCAA to 2005. Going forward though, I don't know if I'd expect any more EA sports games for Gamecube...
