I dont know much detail about the system so i may be asking dumb questions.

can you run step 1.0,1.5,2.0 games in step 2.1 hardware?
can you upgrade machines to higher step model?

no, the pcb's are not swappable. it's the same as model 2. (same version motherboard and game, rom boards/dongles etc can be swapped)

you can 'upgrade' the cabinets to any model 3 pcb with minimal/no wiring hacking.
