YS 3 Sealed?

I picked up a guys turbo duo collection with games , when i got ahold of it one game stood out the Ys 3 as it was still sealed? My other ys 3 that ive had for years had a manual and everything in the case bt i did get that one used. So I figure maybe this might just be the way NEC packaged there games in the larger box with the manuals seperate, like with there card games. So I want to know if this is a factory seal or something after market . Any help would be great.
