I can think of a soccer game that doesn't use players...but it's not quite what you are describing. There used to be a futuristic first-person soccer style game called Ballblazer that was fairly popular. It was released for various consoles (Atari 5200 & 7800) and computer systems (Commodore 64, ZX Spectrum) back in the 1980's: http://www.mobygames.com/game/atari-7800/ballblazer
It has gotten a few updated sequels since, including one for the Playstation, although I've heard they're not very good.

The soccer games are very popular in Brazil, my home.
In my country, if a video game have soocer games in his list.
Make a certain:
The soocer games makes his presence in the most played games in my country.
For exemples:
- Great Soccer ( Master System )
- Goal ( NES )
- FIFA ( Multiplataform )
- Internetional Super Star Soccer ( Super NES )
- Campeonato Brasileiro: Internetional Super Star Soccer Hack ( Super NES )
- Super Sidekicks series ( Neo Geo )
- The Ultimate 11 ( Neo Geo )
- Winning Eleven ( Playstation 2 )
In Brazil have facts about people to buy a PS2 to play Winning Eleven only.
This fact is discussed in Brazilian game forums.
