its just a boot disc given to developers to allow them to boot cdr's (iirc)
and 200 is a little too much to drop on a this..

out of curiosity, why do you need it? You can just get a mod chip to do the same thing... If you're looking to play CD-R's on a saturn thats one thing, but if you're looking to collect the whole set, you're going to need at least 6 discs.
There is a different set of system discs for each reigon, with 3 reigons and 2 discs per reigon there are at least 6 system discs. I've also seen a blue system disc, but i don't know what it does. So the total number of discs may in fact be 9.
So the question comes down to "what are you looking for"?
