Does anyone ever burn DC games? if you do, how do you do it? where are some good guides for it?

I don't see a problem with discussing burning DC games since the system has many emulators/homebrews.
Asking "how can I copy Crazy Taxi?" would be a problem.

http://www.cdemulation.com has everything you'll need to know. For actually burning games/hacks I suggest the Alcohol 120% program.

And since when are you the original poster? He wasn't harassed or anything, links were given where information can be obtained.
Here's the tall and short of it - you cannot duplicate DC GD-Roms in in that method with a normal CD rom drive. You have to rip them from the original media in the Dreamcast via either a coder's cable or broadband adapter. It's a long process, it's not fun. DC games are cheap anyway. For the time and effort it takes you'd be better off just buying a second copy of any game you'd like to protect.

I got ahold of a copy of KOF98 that looked like it had a burn mark on it. It didn't play. So, I'm guessing burning your games is a bad idea.

I never quite enjoyed the idea of emulating CD based systems probably because it becomes hairier than cartridges.
I may have it wrong, but if I do then just say it isn't true. :P
I read someplace that you could switch out the laser in a Saturn (and most consules) with a standard CD-ROM one from a computer system and you can read CD-R's of games burned from a computer. It would be nifty because then you can rip your games and back them up on your computer, then burn copies as you need for you consule. Of course if you did do this it's really not worth it unless somehow you find yourself dropping your discs everytime you take it out the case and move it about 2ft to the system. That'd be just plain clumsy.

Back in my pirating days I used Alcohol 120%.
My biggest tip is to burn them as slow as possible, 4x is my recommended speed. The max I could burn and still have the DC read the disks was 10x.

I heard something a while back about how playing burned discs in a dreamcast could some how damage it. Is that true? I've thought of looking into some of the homebrew and emulation for the dreamcast, but I wouldn't want to damage it in process of playing them.

The Dreamcast has native MIL-CD support, running CD-R's won't hurt it any more than a normal Dreamcast GD-ROM. (here comes the debate) However I have noticed that certian homebrew projects cause the system to work harder than others in the initial load (namely Doom DC). Emulation wise though, NESterDC v7.1 (NES), SMSPlus v0.2 (SMS/GG), and DCGUNBoy (GB/GBC) have never caused any problems for me. And over the past three years I've probably logged over 1000 hours running NESterDC v7.1 for emulation compatibility research.
Beats of Rage and the many mods are worth checking out too, although the community kinda fell apart (for a number of reasons) when there became so many flavors of the source to build games off of. That and once it was ported to things like the XBox and PS2 the whole scene diluted itself and became more "how do we get this version to run on that console" instead of "let's make a great mod."
