God awful box art

All the konami games had a nice consistent art to them.
They all had one element go all over the box too, like the whip.

There was this games store near here that used display boxes on the shelf and on the "Ironsword" box someone put a little post-it note cartoon bubble that said "Hi Kids, I'm Fabio!".

That art isn't what is considered "anime" style. It looks more like 80's cartoon style.

"Anime style" itself is a misnomer: there is no such thing as "anime style". The word "Anime" is short for animation, and is used specifically (in and outside of Japan) for animation produced in Japan for Japanese audiences. It's not about a particular art style, but more for the region in which it is produced and intended for.

Yeah I remember buying a megaman cart and the dude who sold it was like "I think this might be a bootleg, I mean the cart has some awful art" so I went along with it and was able to talk him down in the price of the cart.

Yes, your correct in your definition of anime. But To the average person unfamiliar in the Otaku. Saying something has an anime style to it makes alot more sense, and is just easier and more widely accepted.

It looks almost like an old hanna barberra cartoon.

I think the Dragon Spirit cover is pretty frickin' ugly myself, but the game sure is terrific.
