Which version of Sonic Spinball is this?

I always thought it's the japanese Copy. But now i had another look at it and apparently it isnt.

1. its PAL according to the cover
2. it says: For Sale in Asia except Japan and Korea
3. the Catalogue Number is: 670-3620-40

as far as my knowledge of Asian Language goes, the Manual is chinese. So, is this the chinese version? Was it sold somewhere else?
DP only lists the JP Version. It is somehow rare?

Im not sure if China uses PAL, but i think Korea does it. Possibly the Korean version.

It's a south asian version.
Which includes, If I remember well, hong kong, singapour, indonesia and some other obscure countries.
