I got two Not For Resale GBA Games from EB, But the damn EB stickers cover up the "PROPERTY OF NINTENDO" Labels! I tried to get one sticker off of one of the carts but it started to rip the Property of nintendo sticker.

Can I get the EB stickers off WITHOUT damaging or ruining the PON stickers?

I've done it a few times with Goo Gone. The key is to take your time and keep applying it until there is enough, but not too much, and you can safely peel off the unwanted sticker. If you look around there are quite a few topics on the subject.

How can you tell how much is too much?

use a hair dryer to begin with, thatll get the sticker off, but leave the sticker goo.. after that it's a challenge.. off non-glossy paper lables you can use a pencil eraser, but otherwise it's gonna suck, lots of very careful work. but definately use a hair dryer to get the sticker off.. i got a refurbished sticker off a property of nintendo sticker, and the refurb sticker covered the ENTIRE nintendo sticker, all edges. go for a hair dryer, get it pretty hot and lift the edge with an x-acto knife or something.
