I know that I need a VGA cable and a VGA to Component convertor for viewing the Dreamcast in Component, But would this VGA to component cable work?

Yeah i agree with your conclusions. Though the title is misleading it appears that that cable is designed to convert TO VGA not FROM VGA.

It would work...If you lived in Europe. In america however (as I am assuming this is where you live), it would not work. Reason is VGA is a form of RGB, which is what TVs in Europe use. In america we use YUV. See what you would be doing with that is sending the RGB VGA signal through the component. Reason people use VGA boxes is because they convert it to a YUV, or NTSC, signal. Then again, I haven't tried any of this personally, nor heard anyone try it, so it's just what I assuming based off the technology at hand.:|

None of the cables or small adapters will work; they don't do any converting. They are made for displays that do not have component inputs, but accept component through a VGA connector.
You need a VGA to component converter box. Just search for "VGA to component" (with quotes) on ebay and a few will come up. Make sure the one you buy supports 480p or 640x480 on the VGA input (I imagine most do).
