If you know where Moyock is, there's a place that sells arcades at a price.

does the seller sell MVS carts at reasonable prices?
but yeah, my ear's open to any shops in the Virginia Beach/Norfolk area as well

No MVS carts, just arcade units. Last I was there (over a year ago) they had around 12 cabs, 2 of them being sit down racing. The units were $500+ and were common ones found in places even today.
If you head into Hampton Roads a few places I go to:
Replays - 1830 Kempsville Rd; (757) 965-7529
Cool Stuff - 4239 Holland Rd; (757) 495-2665
Xtreme Media - 928 Diamond Springs Rd; (757) 216-5369
Video Game Heaven - 4815 Virginia Beach Blvd; (757) 497-5073
They are in the order I suggest them in. Replays is smallest but the owner is spectacular to deal with and has better inventory with what he has. Cool Stuff is massive with so much to choose from but can be a bit more pricey (and sucks with helping customers). Xtreme Media has a nice selection that's moderate and usually find a bargin. VGH can be a rip-off big time, know what you're buying before you do, sometimes they don't know what they have and contain a decent selection.
All stores are located in VA Beach and VGH is in Bills Fleamarket towards the middle. VGH has a second location on Battlefield Blvd in Chesapeake that's accross the street from Chesapeake General Hostpital.

I haven't been in the area since early 04 but I'll try to hit all those places whenever I get back
The only shop down here that I know of is Phat Boy's in Kinston. On the strip mall near Wal-Mart. It's Small, but will carry anything they can get their hands on, which is better than I can hope for.
Can be randomly pricey too ($20 for Saturn Gex) but the owner is awesome and good for freebies if you're enthusiastic.
